south into 5 military districts, each
commanded
by a Union general
and occupied by
Union soldiers.
This piece of
legislation also put
in place strict
conditions
for readmission of
the seceded states.
It required that all
new state constitutions grant former slaves
full citizenship, and give all black males full suffrage.
